Porter Base Fare Structure, Fees and Taxes

Baggage Information

When paying in advance for your checked baggage, your first piece of checked baggage costs $27.50 - $31.62 ($27.50 CAD/USD plus applicable taxes). A second piece of checked baggage costs $37.50 - $43.13 ($37.50 CAD/USD plus applicable taxes). Any checked item after two bags costs $92.50 - $106.38 ($92.50 CAD/USD each, plus applicable taxes).

When paying for your checked baggage at the airport, your first piece of checked baggage costs $37.50 - $43.13 ($37.50 CDN/USD plus applicable taxes). A second piece of checked baggage costs $47.50 - $54.63 ($47.50 CAD/USD, plus applicable taxes). Any checked item after two bags costs $102.50 - $117.88 ($102.50 CAD/USD each, plus applicable taxes).

Items listed above are permitted up to 23 kg (50 lb) each. Each bag weighing between 23 kg (50 lb) and 32 kg (70 lb) is charged a fee of $77.50 - $89.13 ($77.50 CAD/USD plus applicable taxes) per direction. No single piece can weigh more than 32 kg (70 lb).

Any single piece measuring more than 158 cm (62 in) total dimension (the sum of the length, width and height) is charged $77.50 - $89.13 ($77.50 CAD/USD plus applicable taxes) per direction.

If a bag is both overweight and oversized, $77.50 - $89.13 ($77.50 CAD/USD plus applicable taxes) fee is charged only once.

No overweight or oversized charge is applied for 3rd and subsequent bags.

Passengers may also carry onboard one standard article with maximum dimensions of 23 x 40 x 55cm (9 x 16 x 22in) and one business article with maximum dimensions 16 x 33 x 43cm (6 x 13 x 17in) each weighing no more than 9kg (20lbs).

If your carry-on is overweight or oversized, it will be checked at the gate for a fee starting at $47.50 to $129.38, taxes included.

It is recommended that documents and medication are packed in your carry-on baggage, as Porter will not be responsible for their loss, damage or delay. For additional information, please refer to Baggage Information section.



Base Fare

Base fare is the one-way fare between two airports in Porter’s network, including non-stop, direct and connecting markets. Base fares are filed in two primary distribution channels, including:

  • Porter’s reservations system, which provides the same base fares to Porter’s website (and Call Centre
  • Airline Tariff Publishing Company (ATPCO), which provides fare data to Global Distribution Systems, accessed by travel agents and on-line travel agencies



Airline Surcharges

Porter applies a surcharge, collectively called “Nav and Surcharges”, which includes the following items:

  • Fuel
    A Fuel surcharge may be added at any time without advanced notice
  • NavCanada
    This surcharge is collected to cover fees paid to NavCanada to operate terminal and enroute air navigation systems. For flights within Canada, one-way fees range from $9.00 to $20.00 CAD, based on route distance. For transborder flights, the fee is $7.50 CAD/USD each way.
  • Insurance
    Porter charges an insurance surcharge of $3.00 CAD each way for domestic flights.
  • Peak Travel
    A Peak Travel Premium may be added to your fare total for travel on specific routes during peak travel dates. The Peak Travel Premium travel dates and premium are subject to change.
  • Terminal Improvement Fee
    A Terminal Improvement Fee may be added for passengers departing from or connecting at Billy Bishop Toronto City Airport.



Airport fees

  • Airport Improvement Fee (AIF)
    Many of the Canadian airports in Porter’s route network apply an AIF for departing passengers. Porter collects these fees from passengers and remits them directly to the airports.

Government Fees and Taxes

  • Air Travellers Security Charge (ATSC)
    The Canadian government charges the ATSC to fund security personnel and equipment. ATSC is $7.12 CAD for domestic flights, $12.10 CAD for transborder flights originating in Canada and $12.71 CAD for transborder flights originating in the US.
  • US Agriculture Fee
    The US government charges an agriculture inspection fee on all in-bound passengers of $3.96 USD.
  • US Immigration User Fee
    For all transborder flights arriving in US, there is an Immigration User Fee of $7.00 USD charged per passenger.
  • US Sep 11th Security Fee
    For all transborder flights departing the US, there is a Sep 11th Security Fee of $5.00 USD charged per passenger.
  • US Customs Processing Fee
    Beginning November 5, 2011, for all transborder flights arriving in US, there is a Customs Processing Fee of $5.50 USD charged per passenger.
  • US Segment Tax
    For all transborder flights, a US Segment Tax of $4.00 USD is applied per passenger for US citizens. The US segment tax is also charged to US citizens on Canadian domestic flights if travel occurs in the US buffer zone near the border between the two countries.
  • US Transportation Tax
    For all transborder flights, a US Transportation Tax is applied. For US citizens, it is 7.5% of the base ticket price (including surcharges) per passenger. For Canadian citizens, it is a flat rate of $17.80 USD per passenger.
  • Passenger Facility Charge (PFC)
    Similar to the Airport Improvement Fee in Canada, US airports charge a $4.50 USD fee for all departing passengers.
  • GST
    For all transborder flights for Canadian citizens and for transportation commencing in Canada, GST is applied to base fare, Nav and Surcharges, and ATSC charges. For all Canadian domestic flights excluding Quebec, HST applies to base fare, Nav and Surcharges, AIF, and ATSC charges. For all flights commencing in the province of Quebec, GST applies to base fare, Nav and Surcharges, AIF (in Quebec), and ATSC charges.
  • HST
    For all transborder flights, HST is applied to AIF charges. For all Canadian domestic flights excluding Quebec, HST applies to base fare, Nav and Surcharges, AIF, and ATSC charges. For all flights commencing in the province of Quebec, HST applies to AIF (excluding Quebec) charges.
  • QST
    For all flights with transportation commencing in the province of Quebec, QST is applied to base fare, Nav and Surcharges, AIF (in Quebec), and ATSC charges.
  • Foreign taxes, fees and charges
    Foreign governments impose various passenger taxes, fees and charges which may appear on your ticket.



Voluntary Itinerary Changes

Voluntary changes to an itinerary may require the payment of additional fees and fare upgrades. If a passenger is travelling on a non-refundable ticket, Porter will be unable to make exceptions in the event of an unexpected trip cancellation or medical emergency. We recommend the purchase of travel insurance.
